What is an Item Upgrader in Pokemon Go?

Costs
There are a few costs related to upgrades of items. The most significant cost is the upgrade itself. This cost can be expensive and is dependent on the new level of the item as well as the number of perks it receives. It can also be costly to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
